When using ic 703 and 706 with separated Control panel you should follow the the instructions for them, NOT icom in general.
You should  configure the RRC for radio mode "2 -IC-706" see page 81 in the users manual.

COM 1 should not be activated. It should only be activated when using it for rotator etc.

Thaks, I have turned off Comm1.  When I cycle power to RRC's  I get red LED on AUX/MIC (breifly), flashig green LED, then Solid green LED, then nothing - no amber LED.

SIP staus is IDLE, Radio is OFF.

Any more suggestions?

Hi

Nothing more should happen before you press the power on button on the Control panel. When pushing power on the yellow led should turn on and everything should start up the same way as when the control panel is directly connected to the radio

Is it possible here is a hardware fault on the RRC?

Should I go back to the previous firmware version?

Can think of much else to do - surely it would work on a LAn without being connected to internet?

No

With IC-706 and separated front, the pwr on button on the IC-706 front is used for connect/disconnect.
Send me printscreens of your settings if you still can't get it working
