I turn the telephone off every evening, but I shut it down and removed the battery and still get the SIP error.

Chris just confirmed that he sent me the settings for the wrong RRC, so that was my problem
the whole time. I was trying to connect to a TS-480 using the Elecraft Nano version.

Which program version of RRC Nano are you using? You said you have made sure the settings are ok, but wrong SIP password could(and should) give Sip Error 403 forbidden.
Always include type of hard/software and version when asking for support.

I am running Nano 1.1.0 on a Samsung Galaxy S5 using AT&T cellular network.
