Remote Rig Purchase

I'm a communications shop in Kentucky, I have limited experience with amateur radio equipment.
I'm providing a upgrade to the local RACES equipment at a local 911 Communication Center.
They have folks certified to use the equipment but they are not technical so.....
 
I specs tell me I MUST remote control (2) Kenwood TS480SAT and (1) Kenwood TM-D710GS
radios over an IP connection. I have called a couple amateur radio locations but neither can tell
me what parts I need to accomplish this task or even tell me if it can be done.
I would greatly appreciate any information and support this group can provide,
location to purchase, ease of installation, concerns, material and parts required (other than the radios themselves),
dos and don'ts.
