IC-7100 won't turn on but SIP connected

We are trying to set up an IC-7100 with the RemoteRig boxes.  The control box has the PC board for the newer 7100 head, and we configured the radio box as per the manual.
One thing that is not present on either of the boxes is the J-5 jumper. (Apparently that started with V7 of the board?). So we could not set that jumper per the manual as it is not present on the board.

When I push the power button, the status shows connected
BUT the radio does not turn on?

Any help?

send export settings(html) files to support@remoterig.com so I can have a look. The jumpers are not important for IC-7100 but the red wires must be connected  correct in the Radio-RRC. If the JMP5 is not there the boxes are >13 years oold so they may have been damaged in a earlier life if you have bought them used.
